Transforming Oxford’s Digital Communications update - February 2026

This update outlines the latest progress in the Transforming Oxford’s Digital Communications programme. It also includes the latest updates on Fresco (the new web content management system (CMS)), OxIntranet (the new intranet for staff and students), the redevelopment of the main Oxford University website, and implementation of improved content and governance processes.

OxIntranet

OxIntranet is the University’s first Oxford-wide intranet, with the long-term goal of bringing the internal information that staff and students use every day into one place, with clearer navigation, improved search, and more targeted content.

OxIntranet has now been live for almost four months, and has 15,000 users per month, giving staff and students access to essential information to help them work and study.

The initial launch in October included a core set of university-wide staff content, alongside a small number of pilot sites from across the collegiate University. Since then, the platform has continued to grow and a number of UAS sites are going live throughout this year in line with the UAS migration project.

OxIntranet continues to be developed, with an enhanced search recently published, making content easier to find, and work is continuing to integrate the CoSy widget which will allow pages to present relevant training-related information in a dynamic way.

Oxweb

Content for external audiences will be published on the Oxweb site (www.ox.ac.uk), including admissions, information for prospective students, jobs for prospective staff, and our ‘About’ and ‘Research’ areas for other audiences.

The migration of content to Oxweb is well underway, with the initial launch scheduled for March 2026.

Work is taking place to ensure there are clear links between Oxweb and OxIntranet, so that there is a smooth experience for staff moving between UAS content and other platforms.

Fresco

Fresco, our new web content management system (CMS) replacing Mosaic, is live with its first group of simple sites. An example of a live migrated site is the Conference of Colleges Vacancies site, which we encourage you to explore to see Fresco in action.

Development focus

While the core functionality is in place, Fresco is being developed iteratively, with new functionality and fixes being released fortnightly as the platform continues to mature.

In response to user feedback, Fresco’s development has shifted in the current phase towards front-end improvements, placing greater emphasis on the parts of the platform users interact with day to day. Improvements to layout, styling and overall usability are being prioritised to help make the experience cleaner and more intuitive. A detailed view of this work is available in the project roadmap which will be updated fortnightly.

Migration

The migration of sites from Mosaic has been ramping up, with 207 sites currently in active migration, 38 sites in final review and 32 now live on Fresco. We anticipate that migration timelines will be mostly unchanged by Fresco’s shift in development focus, but we will be in touch directly with any migration contacts who are affected.

All site owners on Mosaic are encouraged to start thinking about migration now. The pre-migration checklist details technical requirements and recommendations to prepare your site for the move (e.g. deleting unused draft pages and starting discussions with key staff members).

The migration team are on hand to support you at every stage of this process, and we encourage you to reach out to your divisional implementation lead in the first instance: Chris Leafe (GLAM, SSD and MSD), Anna Hayman (MPLS and HUMS), or Noble Sam (colleges, students, Lifelong Learning).

The Fresco User Community Teams channel is available to facilitate support from our team, as well as peer collaboration, with a dedicated migration channel for those undertaking the move from Mosaic.

Content and Governance

As part of the University’s work to streamline and better organise its web estate, a new process has been implemented for requesting new sites across our platforms, including Fresco, Mosaic, Oxweb and OxIntranet. This is the next step building on the governance approach which has been in place on an interim basis for Fresco and Mosaic.

Anyone requesting a new site is advised to first review the criteria, before submitting their request via a form in IT Self-Service. This provides a single route for all new site requests.

Requests will be considered by the new Web and Intranet Governance Group, which includes representatives from across the University, to support an organised and purposeful approach to content.

Guidance on site criteria and how to submit a request, is available on the Communications Hub.
